PayPal “payment couldn’t be completed”: buyer and seller checks
PayPal says payment couldn’t be completed? Funding source, 3-D Secure, account limits and seller integration vs a PayPal platform outage.
The buyer sees We're sorry, but your payment couldn't be completed, This transaction cannot be completed, or a spinning PayPal window that returns to cart with nothing captured. Sellers hear "PayPal is down". Sometimes the platform is unhappy. Often the buyer's funding source, account limitation, or your checkout integration is the real patient.
Is PayPal having an incident?
Check the PayPal status page. Ask whether other customers are completing PayPal successfully right now on the same site. If yes, PayPal's rails are accepting traffic and this buyer (or this session) is special. If every PayPal attempt fails across browsers while card-not-present via Stripe still works, still verify status before rewriting your integration — card and PayPal are different products.
Buyer-side causes (most common)
- Funding source declined. Linked card or bank refused the debit. Buyer should try another funding source inside the PayPal wallet or confirm with their bank. This is not your Shopify theme.
- Account limitation or review. PayPal holds or limits accounts that need information. The buyer must clear the message in their PayPal account; you cannot bypass it from the seller dashboard.
- Billing address / AVS / CSC. Mismatches fail some card fundings inside PayPal.
- Buyer country / currency. Cross-border rules and unsupported presentment currencies fail with opaque copy.
- 3-D Secure / step-up. Challenge abandoned or blocked by a browser popup blocker returns the shopper to cart with "couldn't be completed".
- Insufficient PayPal balance when the buyer expected balance-only and has no backup funding source.
Seller / integration checks
- API credentials and permissions. Rotated client IDs/secrets not updated in Shopify, WooCommerce or custom checkout break capture while the PayPal consumer app still looks fine.
- Sandbox vs live. Shipping sandbox client IDs to production is an evergreen classic.
- Webhook / return URL mismatch. Payment authorises then your site fails to capture or show confirmation — buyers retry and create duplicates. Check PayPal transaction history before refunding panic.
- Intent and capture settings. Authorize-only flows waiting for manual capture look "failed" to impatient buyers refreshing the cart.
- Amount or shipping mismatch between create-order and capture calls causes API rejects.
- Smart Payment Buttons / disabled funding. Disabling Venmo/cards incorrectly, or an outdated JS SDK, produces client-side errors.
Shopify and platform plugins
On Shopify, PayPal Express can fail independently of Shopify Payments card charges. Confirm the PayPal channel is connected, receiving accounts are verified, and Markets currencies are supported. See Shopify checkout payment declined when cards fail too — that points wider than PayPal.
Risk holds after "success"
Sometimes the UI says success, then the seller sees pending or held for review. That is risk operations, not an outage. Do not ship high-value goods until the payment shows completed/cleared per your policy.
When to escalate
Contact PayPal Merchant Support when many distinct buyers fail with platform errors, credentials are correct, and status shows an incident or your integration logs show PayPal API 5xx across attempts. Collect debug IDs from API responses, UTC timestamps, merchant account ID, and invoice/order IDs. A single buyer with a limited account needs PayPal buyer support, not a code deploy.

FAQ
- Why does PayPal say payment couldn’t be completed?
- Common causes are a declined funding source, a limited buyer account, an abandoned 3-D Secure challenge, or a seller integration/credential problem. Check whether other buyers can pay.
- Is PayPal down or is it my site?
- Check PayPal status and try a second buyer or funding source. If only one shopper fails, it is usually their account or card. If everyone fails and APIs return 5xx, treat it as platform.
- PayPal charged the buyer but my store shows no order
- Look in PayPal activity for the capture, then fix return URL/webhook handling. Do not tell the buyer to pay again until you reconcile.
- Can I force a limited PayPal account through checkout?
- No. The buyer must resolve the limitation with PayPal. Offer an alternate payment method if you have one.
